PREPARATORY MEETING OF GLOBAL COOPERATION FORUM --王茜翻译

Dear Sir or Madam:

The predecessor of the “Global Cooperation Forum” is “Globalization Forum”, an international forum that is operated in joint efforts by United Nations organizations, Foundation for Globalization Cooperation, People’s Daily. Two Forums have been held successfully. The First Forum was held in May 2000 in Beijing. The Vice Premier Mr. Li Lanqing sent a congratulatory letter and received the VIPs of the Forum. The Second Forum, approved by the leaders of the International Affairs Office of the Central Committee of the Communist Party (signed by Zhu Rongji, Hu Jintao, Ding Guangen, Qian Qichen and others), was held in high profile in Jan. 2001 in Sanya City, Hainan Province. Among the more than 500 hundred people who participated in the meeting, there were Jiang Chunyun, member of the Central Political Bureau and Vice Chairman of the National People’s Congress; Chen Jinhua, Vice Chairman of the Chinese People’s Political Consultative Conference; Nitin Desai, Under-Secretary-General of the United Nations; Jamil Mahuad Witt, Former President of Ecuador; Escor Aho, Former Prime Minister of Finland, ministers of the Central Government of China, personages and political leaders from home and abroad, as well as international entrepreneurs. The United Nations Secretary-General Kofi Annan sent a congratulatory letter. The Forum yielded great impacts on the international community, especially among the developing countries. At the same time, it received extensive compliments.

To address the requirements brought along by globalization development as well as changes in the international community, we have, according to suggestions made by leaders of the central authorities and the state, changed the name of the Forum from “Globalization Forum” into “GLOBAL COOPERATION FORUM”. The tenet of the Forum is to advocate for the spirit of global cooperation and unification, to strive for the establishment of a system of global cooperation, to foster the development of regional integration, to promote the cooperation between developing countries as well as the cooperation between developing and developed countries, to diminish the differences on wealth and intelligence, to enable all the nations and peoples to share the benefits brought along by globalization, to respect different cultures, and to establish an era of globalization that is fair, rational and human. In joint efforts with its partners, the Forum has invested over RMB 2 billion and established its Permanent Venue, Jiuzhai Paradise, in Jiuzhai, Sichuan. Some of its long-term partners will become members, and the Council and Secretariat of the Forum will be established. With a fixed permanent venue, a regular convening plan and an established mechanism, the Forum will grow in a more dynamic, sustainable and healthy manner.

After a series of events including “9·11”, Iraqi wars, and SARS, as approved by the central authorities, the Preparatory Meeting of Global Cooperation Forum that is brought along by the United Nations organizations, Foundation for Globalization Cooperation, the People’s Government of Sichuan Province, the Municipal Government of Chengdu City, Sichuan Province, the Autonomous Government of Aba Tibetan Ethnics, and Sichuan Jiuzhai Paradise (Global Cooperation Forum) Co., Ltd is scheduled to be held in Jiuzhai Paradise, Chengdu, Sichuan 4th – 5th November 2003. Leaders of the Chinese government; President of Rwanda H.E. Paul Kagame; President of the Commission of African Union and Former President of Mali H.E. Alpha Omar Konare; leaders of the League of Arab States, the Organization of American States, the European Union, International Monetary Fund and other international organizations; as well as Ambassadors of 44 African countries to China will participate in the meeting and deliver speeches. CEOs of internationally renowned enterprises, presidents of prestigious universities and leaders of the central authorities of China are also invited to the meeting.

On the Preparatory Meeting, members of the Council will be elected, the Secretariat of the Forum will be established, and new members will be included. The Articles of Association of the Forum will be passed, a Declaration will be made, and the Permanent Venue of the Forum will be announced. Meanwhile, the Preparatory Meeting of Entrepreneurial Peak Conference of the Forum on China-Africa Cooperation will also be held with an aim to lay the foundation for the Entrepreneurial Peak Conference of the Forum on China-Africa Cooperation to be held simultaneously with the Second Ministerial Meeting of the Forum on China-Africa Cooperation in Addis Ababa, the capital of Ethiopia in this December.

The Forum is the focus of attention of a number of media groups. The Forum will be covered by live broadcast and special reports run by Global TV, Asia TV, Phoenix TV, CCTV, Sichuan TV, Xinhua News Agency, Hong Kong Wenweipo and other national and international media.
