当微软公司的CEO史蒂夫-巴尔默在6月26日向国家计委承诺,微软将在未来3年内向中
国软件产业投入62亿元人民币时,几乎没有人相信微软是为了帮助中国软件产业的发
展。
When Steve Ballmer pledged to the National Planning Committee that Microsoft would invest RMB 6.2 billion to China's software industry, nobody really believed that Microsoft intends to help China's software industry by doing so.

On 8th July, when attending the Microsoft (China) 2003 Fiscal Year Partners Meeting in Shanghai, President of Microsoft Greater China Huang Cunyi said: "This Understanding Memorandum is considered by many a trade between Microsoft and the National Planning Committee. But actually, it is nothing more than a gesture of Microsoft to support the development of the domestic software industry, and to invest $6.2 billion. Through cooperation with the Planning Committee, we have set the goals for this investment."

  微软在中国最初的策略正如国家计委所说,只卖产品,不做合资,不搞合作,也
不转让技术。中国政府由此认为微软并没有做到中国希望通过改革开放实现的目的--引

The original strategy of Microsoft in China was indeed like how the Planning Committee put it: sales of its products only, no joint venture, no cooperation, and no technology assignment either. The Chinese government believed that Microsoft did not live up to China's expectations for reforms and opening up - to import advanced foreign management ideas and technologies. Therefore, the Chinese government reminded Microsoft many times that it should commit itself to China's market.

The real breakthrough came in the year 2001. On the Fortune Forum held in Hong Kong in May, Microsoft's Chief Executive Officer Steve Ballmer met with Zeng Peiyan, the director of National Planning Committee, and expressed Microsoft's recognition of its obligations to the construction of China's software industry. Zeng Peiyan replied that he would be interested in Microsoft's suggestions to the development of China's software industry.

Presently, Microsoft invited an independent investigation firm Mckinsey to compose a Research Report on the Development of China's Software Industry and presented it to the National Planning Committee after four months. "This is no confidential report, " the General Manager of the Strategic Development Dept. of Microsoft Greater China Gong Dingyu told the reporter, "We have brought this report to many occasions. I don't know about others, but I myself have discussed the report and its content on the Senior Forum of China's Software Industry Development during this year's Science and Technology Exhibition Show in Beijing, as well as in Zhejiang and Shanghai."

"Many people don't really understand why Microsoft goes out of its way to please China's software industry, this is the reason the Conspiracy Theory prevails." An officer said so in an interview, "But there are many such examples. In 1997, Motorola invested $20 million to train a thousand leaders for China's state-owned enterprises." This action at the time puzzled Motorola itself and seemed suspicious to many domestic in-siders, but it was proven finally that the money was indeed spent on the management training programs designed for leaders from state-owned enterprises.

Possibly Microsoft does not want to see that it is compared with Motorola, but they cannot deny the similarity between the two approaches: Galvin, the U.S. Director in the Cooperation Committee has been replaced by Bill Gates whereas Zeng Peiyan remains the Director on the Chinese side. Though five years elapsed, their proclamations did not change: the company cannot make big gains without the prosperity of the industry, this is the fundamental rule in the IT industry.

On 8th July, Microsoft reserved more than 500 hundred rooms in Shanghai Pudong Shangri-La Hotel and invited its one thousand representatives of its channel distributors. In the banquet room where last year's APEC Summit Meetings were held, the President of Microsoft (China) Co. Tang Jun declared his "Spring Plowing Plan" to the dealers: in the coming fiscal year, Microsoft would invest $8 billion into the Chinese markets solely for the Chinese dealers and solution providers to provide services such as trainings, technical support and market promotions.

Tang Jun made a metaphor: Microsoft was a brick supplier, it needed to tell others that it was very beneficial to build houses with bricks, and Microsoft must first help house-builders be profitable; the more profit they made, the more people there would be to build houses, and the more bricks Microsoft could sell. According to Tang Jun, once Microsoft monopolizes house-building, its partners will have no profit and abandon Microsoft; Microsoft can never expand the market by itself in a short time.

  "我们与软件产业的大部分是合作而不是竞争的关系,我们要做的是把软件产业这
个蛋糕做大。现在微软占了整个中国软件产业的5%,这个比例永远不会变,但是蛋做

"Our relationship with the software industry is cooperation rather than competition, what we shall do is to make this cake bigger. Now Microsoft accounts for 5% of China's software industry, this proportion will not change. But the bigger the cake is, the more profit Microsoft will be able to make." Tang Jun said.

President of Microsoft Greater China Huang Cunyi gave another example: "Microsoft is an exponent of the eco-system. We all know that a healthy eco-system embraces many organisms. When all of these organisms get plenty of food, this eco-system is most advantageous. Once any organism cannot get enough food, they will leave this eco-system for others. So Microsoft is obliged and forced to maintain our eco-system."

  不管是黄存义的"生态系统论",还是唐骏的"砖头说",微软的战略思想仍然明
白无误地传递了出来:微软只想做平台,并且要让所有参与这个平台的人从中获益,

Both of Huang Cunyi's "eco-system theory" and Tang Jun's "brick theory" expressly convey Microsoft's strategy: Microsoft intends to create a platform, and bring benefits to all who participate in the platform. It is only through this mean can Microsoft's platform defeat other platforms, and maximize its own benefits.

  6月26日,国家计委与美国微软公司签署了一份备忘录,消息透露之后各种议论和
猜测也随之而来。上周,本报记者分别采访了微软中国和国家计委相关权威人士,了
解到事实的真相:在签署的备忘录中,所有的承诺都是微软做出的,计委没有任何承
诺。
On 26th June, the National Planning Committee sealed a memorandum with the U.S. Microsoft, which kicked up rumors and predicts. Last week, our correspondents interviewed respectively officers from Microsoft China and from the Planning Committee, and disclosed some of the truths: in the memorandum, it is Microsoft that kept making pledges, as for the Planning Committee, it did not give any.

  据悉,构成了这份谅解备忘录的微软6大承诺分别是:向中国国内企业提供订单、
人才培养、输入资金和管理经验、技术转让、产品本地化,以及--开放源代码。
It is reported that the six major pledges of Microsoft in the memorandum are: to offer orders to China's domestic businesses, to organize trainings, to provide funds and experiences, to assign technologies, to localize its products, and to disclose its source codes.
